Jay and Darlene the primary moderators for this list and I fill in if needed.
That message was not held for moderation.  If it had been, there would have
been a "X-Mailman-Approved-At:" header with the date / time of approval in the
message headers.  The message was propagated to members one second after being
received at 10:47:21 yesterday morning, so if Mr. Gelm didn't receive it until
after the meeting, there was apparently a problem somewhere between dmapub and
his mail client.  I agree with Nancy that the notice should have been sent
earlier, if possible.  As Jay has stated, he wasn't able this time.
