[nsig] filters

Majordomo inserts the list name [nsig] in the subject automatically for
messages sent to the list.  Administrative messages, such as the welcome
message don't do that.  I suppose I should add a comment to that effect
in the welcome message.  Also, replies to messages sent to the list go
to the list - not just to the original author.
