All SIG lists maintained by DMA are set up so that anyone may join without 
requiring approval, but their moderation flag is set when they join.  I've 
informed all list owners and moderators of this policy and suggested that they 
uncheck the moderated flag for new users upon approving that user's first 
legitimate message.  They may also periodically review the membership of their 
list and uncheck the moderation flag of anyone they know personally.  This is 
done to keep the mailing lists from being spammed, and it's worked well.  As 
long as list owners / moderators reasonably promptly attend to moderation 
requests, which even on our busiest lists are fairly rare, this method works 
very well.  Believe me, the list WILL BE SPAMMED if no moderation is used.  I 
saw that Bryan's moderation flag had not been unchecked, so I cleared it.

If that were the case, there should have been daily nags about pending messages 
awaiting moderation.  I didn't see any, but I'm not a moderator for that list. 
  It's owned by Keith Wire.  In addition Joe Wirtley is a moderator for this 
list.  Either one could have approved the message.
