Yeah, it's a bit confusing. I believe the correct button is "Create Topic". 
That ties in with the way you get to that screen in the first place, which 
is the "New Topic" button. It could be a lot clearer.

I'm with Paul Visscher -- I have no motivation to follow or participate in 
a discussion if I have to remember to go somewhere and check it. 
Having stuff just show up in my e-mail inbox is much more convenient.
