Chuck,
It's not listed in the SIGs page because it isn't a SIG - at least not yet.
For now, it's only a mailing list. If you or any other list member has an
interest in leading a SIG it could become one.
As for your question regarding refresh vs. redirect, I'll leave that to
someone else to answer.
Finally, please post messages using the address you used when subscribing to
the list. You're lucky it got posted. Most of our lists are configured to
silently discard any messages received from non-subscriber addresses. This
one isn't yet, but if spam continues increasing it probably will be soon.
